And then it goes without saying that we are in intensive conversation (i.e. prayer) with God about this plan.   <br\/>Surely you have already prayed about this task and calling. But now it&#8217;s time for you to invite others to pray about it too.   <br\/>This is also a good opportunity to publicize the call to start a business to the very target group from which you will later draw your employees and also the parents of the children.  <br\/>In concrete terms, this means approaching people in your circle of friends and acquaintances as well as church leaders! And ask them all to take up this prayer request and spread it within their congregations. Ideally, you will be given the opportunity to make your request known in churches before or after a church service. <br\/>Anyone can pray &#8211; even grandparents who live far away from their grandchildren, even old and sick people who cannot come to your information events or later to your preparation and association meetings, even people who cannot donate anything &#8211; everyone strengthens the idea of founding a school through prayer!    <\/p>\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n<h2 class=\"wp-block-heading\" id=\"Bedarf-an-Sch&#xFC;lern\"><strong>2) Determine the medium-term need for pupils!<\/strong><\/h2>\n\n<p class=\"has-medium-font-size\">Starting a Christian school is a prayerful endeavor &#8211; but it also means starting a small business!<br\/>You will soon be responsible for employees, parents, children and buildings. That costs an awful lot. You need income to be able to pay salaries, buildings, materials and much more! All of this is only possible if you have a sufficient number of children year after year, so that after a desert period of three years*) you can cover your expenses with the public subsidies and the usual parental contributions (note: in North Rhine-Westphalia and Rhineland-Palatinate, no official parental contributions are permitted &#8211; only donations to a separate support association).   <br\/>The number of children required for a school class and its funding varies greatly from state to state. But the general rule is: for a school, you need at least twelve new children per school year who are admitted to your school as six-year-olds, otherwise you will not have enough income. Only twelve children per year already assumes that you have mixed\/inter-year classes (pedagogically valuable). If, on the other hand, you are aiming for homogeneous classes, you will need as many as 24 new children every year.<br\/>If these figures are not achievable, you will unfortunately have to bury your school project.   <\/p>\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n<h2 class=\"wp-block-heading\" id=\"Gaben\"><strong>3) Coming together as a team with different gifts  <\/strong><\/h2>\n\n<p class=\"has-medium-font-size\">Founding a school is a team effort &#8211; you can&#8217;t do it alone. You need the following gifts in your school foundation team:   <\/p>\n\n<ul class=\"wp-block-list\">\n<li class=\"has-medium-font-size\">Prayer  <\/li>\n\n\n\n<li class=\"has-medium-font-size\">Experience as a teacher (always keep the children&#8217;s well-being in mind with everything &#8220;technical&#8221;)  <\/li>\n\n\n\n<li class=\"has-medium-font-size\">Calculator (financial experience)  <\/li>\n\n\n\n<li class=\"has-medium-font-size\">Formulator (experience with texts)  <\/li>\n\n\n\n<li class=\"has-medium-font-size\">Experience in public relations.  <\/li>\n\n\n\n<li class=\"has-medium-font-size\">You need brothers and sisters with these gifts in the core team on a permanent basis.  <\/li>\n<\/ul>\n\n<p class=\"has-medium-font-size\">You will also need two more gifts, especially in the early days, but these can also come from outside and will not be needed as intensively later on:  <\/p>\n\n<ul class=\"wp-block-list\">\n<li class=\"has-medium-font-size\">A construction specialist (ideally an architect or civil engineer)  <\/li>\n\n\n\n<li class=\"has-medium-font-size\">and a lawyer who is well versed in laws and authorities (ideally an administrative lawyer).  <\/li>\n<\/ul>\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n<h2 class=\"wp-block-heading\" id=\"Geistliche-Identit&#xE4;t\"><strong>4) Finding your spiritual identity  <\/strong><\/h2>\n\n<p class=\"has-medium-font-size\">Ideally, this team should come from several congregations that know and respect each other and formulate a common spiritual basis. Most of our school boards share the &#8220;<a href=\"https:\/\/www.ead.de\/basis-des-glaubens\/\" target=\"_blank\" rel=\"noreferrer noopener\">Common Basis of Faith of the Evangelical Alliance<\/a>&#8221; (2018 version) &#8211; this is also the basis for membership in the VEBS. <br\/>It is very important that you already discuss fundamental spiritual questions and find unity: Which Bible translation should be read at the school, which church background is desired or even unacceptable for future employees? Dress codes, leadership roles for women, use of digital media, questions of sexual ethics&#8230;?    <\/p>\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n<h2 class=\"wp-block-heading\" id=\"VEBS-Videos\"><strong>5) Watch VEBS videos on the legal basis and articles of association\/founding an association<\/strong><\/h2>\n\n<p class=\"has-medium-font-size\">As early as possible, you should watch the VEBS videos on the (wonderful) legal basis for denominational schools and the statutes, because you should neither make mistakes nor waste time when founding an association. <br\/><a href=\"https:\/\/myablefy.com\/s\/VEBS?block_63157_group_id=5790\" target=\"_blank\" rel=\"noreferrer noopener\">You can find the videos here<\/a>.  <\/p>\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n<h2 class=\"wp-block-heading\" id=\"Gr&#xFC;ndungsseminar\"><strong>6) Register with VEBS for the start-up seminar!  <\/strong><\/h2>\n\n<p class=\"has-medium-font-size\">Founding a school is a complex and unfortunately very bureaucratic process in many areas. You have to get to know the legal situation &#8211; and you will realize: it is a great legal situation, you will even learn to love it! Nevertheless, and unfortunately, there are still plenty of opportunities for bureaucrats who have a negative attitude towards the project to keep you waiting or make you run into walls.    <br\/>To avoid this, you need to follow many procedural steps in the right order and in a bureaucratically correct manner &#8211; and you also need to know what needs to be taken into account.  <br\/>You can learn all this in a crash course for founders, which we regularly offer as a seminar or webinar. You can register quickly and easily on our website<a href=\"http:\/\/www.vebs.de\/Seminare\" target=\"_blank\" rel=\"noreferrer noopener\">(www.VEBS.de\/Seminare)<\/a>(enter nothing under &#8220;Category&#8221; on the left and &#8220;Start-up initiative&#8221; under &#8220;Target group&#8221;), participation is free! <br\/>If you would like further individual advice and support from us, we assume that you already know all the information from our crash course and that we can take it for granted.   <\/p>\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n<h2 class=\"wp-block-heading\" id=\"Existierende-Schulen\"><strong>7) Visit existing schools!  <\/strong><\/h2>\n\n<p class=\"has-medium-font-size\">There have been independent Protestant denominational schools in Germany for more than 50 years &#8211; you can find <a href=\"https:\/\/www.vebs.de\/mitglieder\/\" target=\"_blank\" rel=\"noreferrer noopener\">an overview<\/a> sorted by zip code on the VEBS website. <br\/>Contact the siblings there with a reference to the VEBS and ask for an appointment to visit, both with the school management and with the board of trustees\/managing director. Ask everything you want to know!   <\/p>\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n<h2 class=\"wp-block-heading\" id=\"Tr&#xE4;gerverein\"><strong>8) Found a sponsoring association!<\/strong><\/h2>\n\n<p class=\"has-medium-font-size\">You can only set up your school if there is a legal entity as a sponsoring organization &#8211; so you and your team set up a sponsoring organization!  <br\/>A registered association with non-profit status is the ideal organization for your school! There are also other forms of organization, but they all have two disadvantages: firstly, the legislator assumes that you are an expert lawyer or trained businessman as a board member of GmbHs, UGs, foundations, cooperatives, etc. &#8211; and you are fully liable there! Secondly, all other legal forms are subject to balance sheet requirements, i.e. you have to spend between \u20ac4,000 and \u20ac5,000 every year on bookkeeping and balance sheet preparation alone, even if nothing has happened yet. <br\/>In contrast, the registered association does not have these two disadvantages: you are regarded as a layperson and are not liable (except in the case of gross negligence or intent) and there are only minor accounting requirements and certainly no obligation to prepare an annual balance sheet!  <br\/>In Germany, you have an enormous amount of freedom to shape the association&#8217;s statutes as you wish &#8211; most of the rules that you know from other associations are not prescribed by law.  <br\/>For example, it is not necessary to adopt articles of association that provide for the election of the board of directors &#8211; quite the opposite: you can even adopt articles of association that provide for the appointment of the board of directors by another association, e.g. a church congregation. <span style=\"text-decoration: underline;\">Annual<\/span> general meetings and board elections are also not necessary. <br\/>We <a href=\"https:\/\/www.vebs.de\/wp-content\/uploads\/2024\/01\/VEBS-Muster-Satzung-SCHULE-KITA-2024-02.docx\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">at VEBS offer you a sample constitution<\/a> that avoids superfluous meetings, for example: the board is elected for an indefinite period and the term of office only ends when a new board has been elected by a majority (similar to the German Bundestag when electing the Federal Chancellor). In addition to a &#8220;normal&#8221;\/usual constitution, we also offer a version in which the association&#8217;s board is appointed by a (church) congregation.    <br\/>Our recommendation is: Take the sample articles of association, choose one of the two variants when determining the board of directors and change as little as possible otherwise (and in no case the parts marked in yellow). Then adopt these articles of association with at least three co-founders and elect the board of directors.   <br\/>If you were less than seven founders: Find more so that there are a total of seven signatures under the articles of association and the minutes of the founding meeting (there is also a template for this on our website).  <br\/>But then stop! Don&#8217;t go straight to the notary and off to the local court, but first send the adopted articles of association to the tax office and ask them to check and confirm that the requirements for non-profit status are met.<a href=\"https:\/\/www.vebs.de\/wp-content\/uploads\/2023\/05\/Finanzamt-1-Bitte-um-Pruefung.docx\"> You can find<\/a> the <a href=\"https:\/\/www.vebs.de\/wp-content\/uploads\/2023\/05\/Finanzamt-1-Bitte-um-Pruefung.docx\" target=\"_blank\" rel=\"noreferrer noopener\">relevant letter<\/a> here. It will then probably take a few weeks for the tax office to get back to you, ideally directly with the confirmation. This must be a formal notification in accordance with \u00a7 60 of the German Fiscal Code (AO)!      <br\/>Depending on the tax office, you could still have changes imposed on you. Thanks to the clever wording at the end of our sample articles of association, you can quickly amend these change requests as a board without the inconvenience of convening a general meeting and adapt them to the wishes of the tax office.   <br\/>The amended articles of association must then be sent to the tax office again with the minutes of the relevant board meeting. (If you have the feeling that the changes requested by the tax office or later by the local court are strange or you cannot understand them: send a scan of the relevant letters plus your submitted articles of association to the email address <a href=\"mailto:Generalsekretaer@VEBS.de\" target=\"_blank\" rel=\"noreferrer noopener\">Generalsekretaer@VEBS.de<\/a>&#8211; we will get back to you!) <br\/>As soon as the tax office has given the go-ahead with the decision according to \u00a7 60a AO, you can now go to the notary and have him apply for entry in the register of associations at the responsible local court with the necessary signatures of the authorized board members. <br\/>It will then take another few weeks until you receive confirmation of registration from the local court&#8217;s register of associations. Send a copy of this to the tax office immediately!<a href=\"https:\/\/www.vebs.de\/wp-content\/uploads\/2023\/05\/Finanzamt-2-Antrag-auf-Feststellung.docx\"> You can find<\/a> <a href=\"https:\/\/www.vebs.de\/wp-content\/uploads\/2023\/05\/Finanzamt-2-Antrag-auf-Feststellung.docx\" target=\"_blank\" rel=\"noreferrer noopener\">the relevant letter<\/a> here. <br\/>Now you can operate properly as an association:  <\/p>\n\n<ul class=\"wp-block-list has-medium-font-size\">\n<li>Open an account (with the start-up package of the <strong><a href=\"https:\/\/freikirchenbank.de\/de\/kontakt\/\">Free Church Bank<\/a><\/strong> the brothers and sisters there also take care of the tedious paperwork and give you a credit card),  <\/li>\n\n\n\n<li><strong>Become a member of VEBS<\/strong> (you do not need to pay a membership fee until you receive the first ongoing public grants),  <\/li>\n\n\n\n<li>Application for a financial subsidy (\u20ac 3,000) from the <a href=\"https:\/\/wertestarter.de\/schulgruendung\" target=\"_blank\" rel=\"noreferrer noopener\"><strong>value starters<\/strong><\/a> submit,  <\/li>\n\n\n\n<li>Submit official requests and applications to authorities.  <\/li>\n<\/ul>\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n<h2 class=\"wp-block-heading\" id=\"P&#xE4;dagogisches-Konzept\"><strong>9) Create the pedagogical concept!  <\/strong><\/h2>\n\n<p class=\"has-medium-font-size\">While you are waiting for the answers from the tax office and the association register, you should definitely start writing your educational concept. During your school visits, you have already become familiar with various concepts and recognized both the similarities and the individual differences. <br\/>With your questions and the answers you have received, you have gained a deeper understanding of the various subject areas and can now get started on your concept! <br\/>Feel free to copy good passages from existing concepts<a href=\"https:\/\/www.vebs.de\/wp-content\/uploads\/2025\/01\/Paed_Konzept_Beispiel_1.docx\">(example 1<\/a> and <a href=\"https:\/\/www.vebs.de\/wp-content\/uploads\/2025\/01\/Beispiel_2_p_C3_A4d_Konzept.docx\">example 2<\/a>) &#8211; but make sure that the confessional foundations and the biblical references in your pedagogy always remain clear and unambiguous! <br\/>A Protestant denominational school can only be approved if its concept and later its entire teaching and everyday school life is recognizably shaped by the Protestant confession! (Basic Law, Article 7 Paragraph 5 and the <a href=\"https:\/\/research.wolterskluwer-online.de\/document\/3c17a81b-04a4-47d1-81ea-8b8b9b9bd4e0?searchId=48253812#.\" target=\"_blank\" rel=\"noreferrer noopener\">ruling of the Federal Administrative Court from 1992<\/a>, short version with explanations here) has yet to be uploaded.  <\/p>\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n<h2 class=\"wp-block-heading\" id=\"Finanzierung\"><strong>10) Clarify the financing!<\/strong><\/h2>\n\n<p class=\"has-medium-font-size\">You are not only founding a spiritual educational organization, you are also starting a small business! And every entrepreneur must submit a financing plan (business plan). Not only the banks want to see this, but also the licensing authority. You will only get permission to start if the school supervisory authority in your federal state is certain that you can survive the first three years without or with reduced subsidies (this varies from state to state *)) and then from the fourth year with the subsidies that your federal state wants to grant you &#8211; and unfortunately this is not the full amount that you need each month.     <br\/>The best way to find out what your financing plan should look like in concrete terms is to visit the schools in your federal state and talk to their managing director or treasurer, as there are considerable differences between the 16 federal states.  <br\/>As a bank for all necessary loans, even for the first three difficult years, we recommend the <a href=\"https:\/\/freikirchenbank.de\/de\/kontakt\/\" target=\"_blank\" rel=\"noreferrer noopener\">Freikirchenbank<\/a>, formerly &#8220;SKB Bad Homburg&#8221;. This is a small, evangelical and unbureaucratic bank that is very concerned about supporting evangelical daycare centers and schools and where you are dealing with brothers and sisters in faith! <br\/>You can <a href=\"https:\/\/freikirchenbank.de\/de\/kontakt\/\" target=\"_blank\" rel=\"noreferrer noopener\">contact the customer advisory service<\/a> via this link, don&#8217;t forget to refer to the VEBS! <br\/>Main item personnel costs: You will probably have to budget 80-90% of your costs for your employees. This is because your school can only be approved if you pay your teachers at least 80% of the <a href=\"https:\/\/oeffentlicher-dienst.info\/c\/t\/rechner\/tv-l\/allg?id=tv-l-2025&amp;matrix=1\" target=\"_blank\" rel=\"noreferrer noopener\">standard salary (TV-L)<\/a> in your federal state for the respective school level. Missionaries who work for you for free or almost for free are definitely not allowed!     <br\/>You must submit the employment contracts in which, in addition to the salary, the usual notice periods and vacation regulations are clearly agreed.  <br\/>Possible ideas that teachers could donate part of their salary back usually fail because the gross salary that you have to spend and pay out is reduced by taxes and social security contributions so that there is little net left for repayment.  <br\/>So how do you finance the first few years? Unfortunately, the founding parents have to make a considerable contribution to the (personnel) costs. This can be through school fees\/donations or through interest-free loans that they grant to the school board and which are paid back later, perhaps after ten years. <br\/> Important: You are not allowed to issue donation receipts to the parents of your school children from the start of school, only school fee receipts. School fees can be claimed as a special expense for tax purposes at 30% of the school fees paid, but only up to 5,000 euros per year and child.      <br\/>Reason: &#8220;Donations&#8221; may only be given without a service in return &#8211; but the school attendance of one&#8217;s own children is a service in return.  <br\/>However, grandparents, godparents and godfathers and other nice people, as well as companies owned by a parent (legal entity) and, of course, municipalities, can donate money at any time (and receive a donation receipt for the full amount)!  <br\/>So it is fortunate when a church community feels the responsibility and takes on the task of financially supporting the founding of a school for the children of their families!  <\/p>\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n<h2 class=\"wp-block-heading\" id=\"R&#xE4;umlichkeiten\"><strong>11) Find initial premises!  <\/strong><\/h2>\n\n<p class=\"has-medium-font-size\">Finding premises in which your school can start will probably be the most difficult and biggest challenge in your start-up.  <br\/>There are three reasons for this:  <\/p>\n\n<ol class=\"wp-block-list\">\n<li class=\"has-medium-font-size\">It is difficult to find plots of land (whether with existing buildings or for a new building) that are large enough to accommodate a school building in its final required size plus a schoolyard plus the necessary parking spaces.  <\/li>\n\n\n\n<li class=\"has-medium-font-size\">This plot must then also be located in an area where a school is permitted according to the development plan &#8211; this is only the case in a few areas in a city.  <\/li>\n\n\n\n<li class=\"has-medium-font-size\">The building must be eligible for approval as a &#8220;school&#8221;. There are special requirements for a general education school that make a separate use permit necessary &#8211; even if the building has just been approved under building law for municipal purposes, for example.   <\/li>\n<\/ol>\n\n<p class=\"has-medium-font-size\">According to building law, the same requirements must be met for this modification permit as for a new building &#8211; i.e. all currently valid regulations must be met &#8211; be it the necessary photovoltaics, the current requirements for fire protection (escape routes!), the electrical system and the heating.  <br\/>This approval process usually takes a frighteningly long time and can require hugely expensive structural changes to meet the requirements. <br\/> Let&#8217;s be clear: if your school start-up fails, it won&#8217;t be because of teachers or finances, but because of the building issue. It is therefore important that you either have an absolute building professional on your team or that you can call on one with confidence. An architect or civil engineer fulfills the professional qualification for this if he or she has a so-called &#8220;submission authorization&#8221;, i.e. is allowed to submit applications to the building authority. (Former) building authority employees are also helpful.      <br\/>On the other hand, it is completely impossible for a layperson to negotiate or regulate these things at the building authority&#8230; Here, highly specialized experts have to implement complicated building law that only professionals understand.   <\/p>\n\n<h2 class=\"wp-block-heading\" id=\"Genehmigungsf&#xE4;hige-Grundst&#xFC;cke\"><strong>12) Find properties \/ buildings that can be approved!  <\/strong><\/h2>\n\n<p class=\"has-medium-font-size\">Many daycare centers and schools start out in the first year in the rooms of a church congregation. Every parish actually has two rooms that are needed for this at the beginning or can free them up for weekday mornings with minor restrictions: one room as a group room\/classroom, the other as a room for the head teacher and staff. As soon as there is a second class, at least one additional room is of course required. If there is no congregation willing to do this, you can of course look for other premises&#8230; <br\/>But beware, a big challenge: <strong>planning permission is always required for the new &#8220;school&#8221; use!<\/strong> Even community rooms, however usable they may be, may only be used if they have been officially approved as &#8220;school rooms&#8221; by the building authority and the school licensing authority!     <\/p>\n\n<p class=\"has-medium-font-size\"><strong>What should be considered when choosing the initial classrooms?  <\/strong> <br\/>Even if you start small with just a few children, you want and need to grow! New children will be added every year and after four years you will need to be able to use a larger number of rooms. However, you can&#8217;t afford that many rooms or such a large building at the beginning&#8230; <br\/>So the lucky ones are those who have a building and a landlord where the use of rooms can grow flexibly every year! <br\/>From the experience of other schools, you will have learned during your school visits that these schools probably moved two or three times to larger and larger premises in the early years. This costs energy and nerves, but is usually unavoidable. <br\/> That is why it is not worth investing more in the first premises &#8211; because you will have to leave them after one, two or three years.      <\/p>\n\n<p class=\"has-medium-font-size\"><strong>Are containers a smart alternative?  <\/strong> <br\/>That may be the case. But first of all: You also need a building permit for containers! However, containers are usually easier and quicker to obtain if you buy or rent ones that already have type approval as school containers.    <br\/>Nevertheless, the location must be approvable as a school and you must formally submit the building application &#8211; simply having containers set up would be illegal. <br\/> Containers are also not cheap, but they are within the realm of what is financially possible. <br\/>The big advantage of containers is that you can buy or rent new containers as required. And you can certainly sell them at a good price when you no longer need them.    <\/p>\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n<h2 class=\"wp-block-heading\" id=\"Genehmigungsantrag\"><strong>13) Submit an application for approval to the school authorities (obtain a checklist from the school authorities)!  <\/strong><\/h2>\n\n<p class=\"has-medium-font-size\">The most bureaucratic part of setting up your school begins now (or at the same time as looking for a building): The application with an almost infinite number of attachments and required details.<br\/>You can clarify exactly what you need in good time in a meeting with the responsible licensing authority in your federal state. There you will also find out the official submission deadlines (often in the fall for the following year), but perhaps also, with a wink, the unofficially possible later deadlines. <\/p>\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n<h2 class=\"wp-block-heading\" id=\"Mitarbeiter-suchen\"><strong>14) Find employees (VEBS helps) and hire them!  <\/strong><\/h2>\n\n<p class=\"has-medium-font-size\">Now you can also begin to publicly search for faithful teachers for your school. The <a href=\"mailto:Bewerbermanangement@VEBS.de\" target=\"_blank\" rel=\"noreferrer noopener\">VEBS staff recruitment<\/a> service will help you with this (free of charge during the start-up period). We can also advise you on how to conduct job interviews and offer you a tried and tested sample employment contract that has been checked by a lawyer.    <\/p>\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n<h2 class=\"wp-block-heading\" id=\"Aufnahmegespr&#xE4;che-f&#xFC;hren\"><strong>15) Conduct admission interviews with parents!<\/strong><\/h2>\n\n<p class=\"has-medium-font-size\">You should start advertising for pupils three quarters of a year before the start of school and conduct admission interviews with parents and children six months before the start of school.  <\/p>\n\n<p class=\"has-medium-font-size\">Our constitution wants denominational schools (at least elementary school) to be there for children from Christian homes. Parents must actively support our Protestant confession and want it for their child (Basic Law, Article 7 (4 + 5)).   <br\/>You may also accept a few children from families who do not actively share our confession but want to get to know it. You should make it very clear that the child will get to know Jesus in this school and bring Him into the family and that we expect the parents to take part in an Alpha course and support the spiritual attitude of the school.   <\/p>\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n<h2 class=\"wp-block-heading\" id=\"Schuler&#xF6;ffnung\"><strong>16) Plan the school opening service!<\/strong><\/h2>\n\n<p class=\"has-medium-font-size\">Invite all the communities and their leaders who have supported you, as well as all the mayors and officials you have dealt with! And the VEBS \ud83d\ude09   <\/p>\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n<p class=\"has-medium-font-size\">PS: <strong>Conflicts of interest are normal &#8211; but many can be avoided from the outset<\/strong> <\/p>\n\n<p class=\"has-medium-font-size\">With the  <\/p>\n\n<ul class=\"wp-block-list has-medium-font-size\">\n<li>Parish(es)  <\/li>\n\n\n\n<li>Municipality  <\/li>\n\n\n\n<li>Landlord\/owner  <\/li>\n\n\n\n<li>Educators  <\/li>\n\n\n\n<li>Parents  <\/li>\n\n\n\n<li>Neighbors  <\/li>\n\n\n\n<li>Financier  <\/li>\n\n\n\n<li>&#8230;\u00a0<\/li>\n<\/ul>\n\n<p class=\"has-medium-font-size\">Therefore: <strong>Set clear boundaries right<\/strong> <strong>from the start<\/strong>: <\/p>\n\n<ul class=\"wp-block-list has-medium-font-size\">\n<li>The Board of Directors\/management is responsible for the pedagogical concept, but later stays out of specific pedagogical issues  <\/li>\n\n\n\n<li>Parents or employees should not act as landlords  <\/li>\n\n\n\n<li>Landlord\/owner not on the board\/team  <\/li>\n\n\n\n<li>Teachers not on the sponsoring board, preferably not a member of the association at all (because it is their employer)  <\/li>\n\n\n\n<li>Support association independent of parish(es)  <\/li>\n\n\n\n<li>All this also applies to spouses!  <\/li>\n<\/ul>\n\n<p><\/p>\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n<p class=\"has-medium-font-size\"><strong>*) The rules for the first three years vary from state to state&#8230;  <\/strong><\/p>\n\n<ul class=\"wp-block-list has-medium-font-size\">\n<li>In 14 federal states, there is no state subsidy for the first three years.  <\/li>\n\n\n\n<li>In <strong>Saxony<\/strong>, 40 percent of the student spending rate is available for the first three years from the start of operation &#8211; but this is only paid out after the end of the waiting period (3 years), divided into three equal amounts, in years four, five and six. (A loan can be obtained for the transition period).   <\/li>\n\n\n\n<li>In <strong>North Rhine-Westphalia<\/strong>, on the other hand, if the school foundation fulfills ALL approval requirements, the full subsidy (87% in the &#8220;rental model&#8221;, 94% in the &#8220;owner model&#8221; of the theoretical pupil costs) is granted from the start of the school. However, if, for example, you do not yet have a head teacher who has reached the required length of service \/ qualification, but will soon be ready and therefore does not yet have all the approval requirements at the start, you could already receive provisional permission to start the school, but no subsidies would yet be paid.
