{"id":41055,"date":"2020-12-22T13:33:16","date_gmt":"2020-12-22T12:33:16","guid":{"rendered":"https:\/\/www.vebs.de\/support-for-school-start-ups\/"},"modified":"2025-06-26T08:51:08","modified_gmt":"2025-06-26T06:51:08","slug":"support-for-school-start-ups","status":"publish","type":"page","link":"https:\/\/www.vebs.de\/en\/verband\/support-for-school-start-ups\/","title":{"rendered":"Support for school start-ups"},"content":{"rendered":"\n<h2 class=\"wp-block-heading\">Support for school start-ups<\/h2>\n\n<p>The VEBS supports all those who wish to found a (free) Protestant school that employs only believers.<\/p>\n\n<p>We regularly offer free start-up seminars and webinars<a href=\"https:\/\/seminare.vebs.de\/\">(information and registration here<\/a>) &#8211; this page provides an initial overview!<\/p>\n\n<p>As soon as the supporting association has been founded and registered as an e.V., founding initiatives are also invited to become <a href=\"https:\/\/www.vebs.de\/en\/association\/membership\/\">members of the VEBS<\/a> &#8211; membership of an umbrella organization often helps a lot with the authorities.<\/p>\n\n<div class=\"wp-block-ecw-akkordeon panel-group\" id=\"accordionQCp3dKPtgA\" role=\"tablist\" aria-multiselectable=\"true\"><div class=\"panel panel-default\"><div class=\"panel-heading\" role=\"tab\" id=\"headingQCp3dKPtgA_0\"><h4 class=\"panel-title\"><a role=\"button\" data-toggle=\"collapse\" data-parent=\"#accordionQCp3dKPtgA\" href=\"#collapseQCp3dKPtgA_0\" aria-expanded=\"false\" aria-controls=\"#collapseQCp3dKPtgA_0\" rel=\"noopener noreferrer\">Procedure<\/a><\/h4><\/div><div id=\"collapseQCp3dKPtgA_0\" class=\"panel-collapse collapse \" role=\"tabpanel\" aria-labelledby=\"#headingQCp3dKPtgA_0\"><div class=\"panel-body\"><p style=\"text-align: start;color: rgb(51, 51, 51);font-size: 16px;\">Suggestions for the procedure for founding an independent Christian school<\/p>\n<ol style=\"text-align: start;color: rgb(51, 51, 51);font-size: 16px;\">\n    <li>Formation of a small group of people who are committed to founding a Christian school.<\/li>\n    <li>Provisional appointment of the leader(s) according to biblical and professional qualifications<\/li>\n    <li>Finding spiritual identity: Discussing and formulating spiritual foundations and goals based on Scripture<\/li>\n    <li>Prayer phase with the aim of receiving confirmation from God as to whether HE will give the order to build a Christian school on site and whether HE will provide what is needed (cf. Ps 127:1-2). Continuation throughout the rest of the work <\/li>\n    <li>Attend a VEBS foundation seminar (see above for information and registration), visit 4 to 5 different Christian schools<\/li>\n    <li>Initial pedagogical profile development (pedagogical, spiritual, structural goals and characteristics, expectations of employees at the various levels of sponsorship, school management, teaching staff, etc.) based on God&#8217;s Word<\/li>\n    <li>Writing down the spiritual and pedagogical agreements to date as a first version of a concept<\/li>\n    <li>Very limited public relations work to find additional employees (presentation in selected communities and districts) on the condition of identification with the existing principles (under no circumstances at this stage invitation of dignitaries or press, no advertisements)<\/li>\n    <li>Drafting the management structure, drawing up an association statute, founding a supporting association, applying for non-profit status, registering with the local court<\/li>\n    <li>Re-examination of the objective<\/li>\n    <li>Creation of an initial project plan (not yet implemented) for the areas (who, what, when)<br>&#8211; Sustainable prayer service<br>&#8211; Pedagogical and spiritual concept<br>&#8211; Public relations (spiritual, idealistic, structural and financial supporters; later student recruitment)<br>&#8211; Information, coordination and communication with authorities, schools, churches, committees, groups, key persons<br>&#8211; Further legal issues<br>&#8211; Fundraising<br>&#8211; Building and construction issues<br>&#8211; Furniture procurement<br>&#8211; Structural issues (committee, meeting and conference planning, further regulation of leadership and competencies)<br>&#8211; Recruitment, application procedure<br>&#8211; Student recruitment, admission procedure m. Supporting services (administration, student transportation, cleaning, etc.)<\/li>\n    <li>Subsequently, appointment of responsible persons, formation of working groups and only then careful practical implementation of the project planning (approx. 1-2 years)<\/li>\n    <li>Further review and adjustment of objectives and paths<\/li>\n    <li>Preparation of the application for approval after all requirements have been met (includes a description of the sponsorship, the basis of commitment, the educational objectives and resources, teachers, pupils, rooms, finances, admission conditions, etc.)<\/li>\n<\/ol><\/div><\/div><\/div><div class=\"panel panel-default\"><div class=\"panel-heading\" role=\"tab\" id=\"headingQCp3dKPtgA_1\"><h4 class=\"panel-title\"><a role=\"button\" data-toggle=\"collapse\" data-parent=\"#accordionQCp3dKPtgA\" href=\"#collapseQCp3dKPtgA_1\" aria-expanded=\"false\" aria-controls=\"#collapseQCp3dKPtgA_1\" rel=\"noopener noreferrer\">Prerequisites<\/a><\/h4><\/div><div id=\"collapseQCp3dKPtgA_1\" class=\"panel-collapse collapse \" role=\"tabpanel\" aria-labelledby=\"#headingQCp3dKPtgA_1\"><div class=\"panel-body\"><p style=\"text-align: start;color: rgb(51, 51, 51);font-size: 16px;\">Requirements for the approval of an independent Christian school as a substitute school*<\/p>\n<h2 style=\"text-align: start;color: rgb(51, 51, 51);font-size: 1.74em;\">Basic Law for the Federal Republic of Germany<\/h2>\n<h3 style=\"text-align: start;color: rgb(51, 51, 51);font-size: 1.5em;\">Article 7<\/h3>\n<p style=\"text-align: start;color: rgb(51, 51, 51);font-size: 16px;\">(1) The entire school system shall be under the supervision of the state.<br><br>(4) The right to establish private schools shall be guaranteed. Private schools replacing public schools shall require the approval of the state and shall be subject to the laws of the L\u00e4nder. Approval shall be granted if the private schools are not inferior to public schools in their teaching objectives and facilities and in the academic training of their teaching staff and if they do not promote the segregation of pupils according to the property status of their parents. Approval is to be refused if the economic and legal position of the teaching staff is not sufficiently secure.   \n<br>(5) A private elementary school shall only be approved if&#8230;, at the request of legal guardians, if it is to be established as a community school, a denominational school&#8230; is to be established&#8230;<\/p>\n\n<h3 style=\"text-align: start;color: rgb(51, 51, 51);font-size: 1.5em;\">Resulting requirements<\/h3>\n<ul style=\"text-align: start;color: rgb(51, 51, 51);font-size: 16px;\">\n    <li>Private schools require state approval, but this must be granted if the founders meet all the requirements set out in the Basic Law. In contrast to supplementary schools, &#8220;Ersatzschulen&#8221; offer the opportunity to complete compulsory schooling (state-recognized Ersatzschulen perform sovereign tasks such as taking examinations and issuing certificates). <\/li>\n    <li>Alternative schools must not be worse than public schools &#8220;Teaching objectives&#8221;<br><em>(either adoption of the public school curriculum or submission of an equivalent, detailed and substantiated curriculum of their own)<\/em><br>&#8211; the &#8220;institution&#8221;<br><em>This is primarily about school buildings and their furnishings and the teaching and visual aids. The concept of facilities is not limited to material aspects. It also includes, for example, the organization, such as sufficient parental involvement).  <\/em><br>&#8211; the &#8220;scientific training of teachers&#8221;<br><em>(1st and 2nd state examinations or comparable training, i.e. university education that qualifies you to teach a subject and proof of pedagogical qualification through so-called &#8220;free services; the latter is handled differently in the federal states and usually only applies to the secondary levels&#8221;)<\/em><\/li>\n    <li>No promotion of the segregation of pupils according to their parents&#8217; property<br><em>(only moderate school fees possible, possibly with social grading)<\/em><\/li>\n    <li>Sufficient &#8220;safeguarding of the economic and legal position of teachers<em>&#8220;<\/em><br><em>(employment contracts, remuneration either the same as teachers at public schools, e.g. in NRW and RP, or only slightly lower, max. 10-20%)<\/em><\/li>\n<\/ul>\n<p style=\"text-align: start;color: rgb(51, 51, 51);font-size: 16px;\">The following two points do not apply to all alternative schools. They are a restriction of the establishment guarantee for elementary school, i.e. today primarily for primary and lower secondary schools. Only for them do they apply in addition to Art 7 IV:  <\/p>\n<ul style=\"text-align: start;color: rgb(51, 51, 51);font-size: 16px;\">\n    <li>Application by &#8220;legal guardians<em>&#8220;<\/em><br><em>(proof of need, participation of parents in the founding work, e.g. through club membership)<\/em><\/li>\n    <li>Establishment as a &#8220;confessional school<em>&#8220;<\/em><br><em>(the concept is based on a confession of faith &#8211; since a ruling by the Federal Administrative Court, non-church confessions must also be accepted. The confession of faith must be shared by all those involved in the school&#8217;s activities, sponsors, parents, teachers and, to a limited extent, pupils; exceptions are only possible to a limited extent. A &#8220;confessional school&#8221; can therefore not be designed as a missionary school).<\/em><\/li>\n    <li>No existing public denominational school in the same municipality<br><em>(If a publicly run denominational school of the same or similar denomination already exists in a municipality, no further schools may be approved. In some large cities, however, the law only applies to school districts. It can be assumed that the local denominational schools maintained by the public sector have a Protestant denomination &#8211; regardless of how this is organized. In this case, it is important that the school&#8217;s own concept deviates from this if there are to be any chances of approval. Otherwise, the location of the school must be planned in a municipality or district in the neighborhood).<\/em><\/li>\n<\/ul>\n<p style=\"text-align: start;color: rgb(51, 51, 51);font-size: 16px;\"><strong><strong>* Note:<\/strong><\/strong><br>Pupils can complete compulsory schooling at &#8220;alternative schools&#8221;. They are subject to approval and supervision by the state. Other schools are &#8220;supplementary schools&#8221; and do not require approval (e.g. music or religious schools).  <\/p>\n<p style=\"text-align: start;color: rgb(51, 51, 51);font-size: 16px;\">Recognition&#8221; as an alternative school is different from &#8220;approval&#8221;. Recognition &#8211; which must be applied for separately &#8211; is associated with the transfer of so-called sovereign tasks, e.g. the independent taking of examinations, issuing of certificates. Recognition is usually granted after a few years if the school supervisory authority is convinced of the educational quality of the school and its consistency. It is not linked to the state financial aid, which generally (with the exception of North Rhine-Westphalia) starts independently from the fourth year after foundation.   <\/p>\n<\/div><\/div><\/div><div class=\"panel panel-default\"><div class=\"panel-heading\" role=\"tab\" id=\"headingQCp3dKPtgA_2\"><h4 class=\"panel-title\"><a role=\"button\" data-toggle=\"collapse\" data-parent=\"#accordionQCp3dKPtgA\" href=\"#collapseQCp3dKPtgA_2\" aria-expanded=\"true\" aria-controls=\"#collapseQCp3dKPtgA_2\" rel=\"noopener noreferrer\">Support<\/a><\/h4><\/div><div id=\"collapseQCp3dKPtgA_2\" class=\"panel-collapse collapse in\" role=\"tabpanel\" aria-labelledby=\"#headingQCp3dKPtgA_2\"><div class=\"panel-body\"><h2 style=\"text-align: start;color: rgb(51, 51, 51);font-size: 1.74em;\">School initiatives<\/h2>\n<p style=\"text-align: start;color: rgb(51, 51, 51);font-size: 16px;\">The F\u00f6rderverein f\u00fcr christliche Schulen e.V. offers support to initiative groups seeking to establish Christian denominational schools:<\/p>\n<ul style=\"text-align: start;color: rgb(51, 51, 51);font-size: 16px;\">\n    <li>Personal advice<\/li>\n    <li>School foundation seminars<\/li>\n    <li>Lecture services for employees, communities and the public<\/li>\n<\/ul>\n<h2 style=\"text-align: start;color: rgb(51, 51, 51);font-size: 1.74em;\">Public relations work by schools and municipalities<\/h2>\n<p style=\"text-align: start;color: rgb(51, 51, 51);font-size: 16px;\">Speakers on the following topics, among others, are arranged for public relations and parental work in schools and communities:<\/p>\n<ul style=\"text-align: start;color: rgb(51, 51, 51);font-size: 16px;\">\n    <li>Why a Christian school<\/li>\n    <li>Education and upbringing in their significance for the history of salvation<\/li>\n    <li>Bible-based education<\/li>\n    <li>Practical child and youth work<\/li>\n    <li>Marriage and family<\/li>\n    <li>Bible and science<\/li>\n    <li>Psychology and pastoral care<\/li>\n    <li>Dealing with media<\/li>\n    <li>Changing values and criticism of the times<\/li>\n    <li>Bible interpretation<\/li>\n<\/ul>\n<h2 style=\"text-align: start;color: rgb(51, 51, 51);font-size: 1.74em;\">Internal school training<\/h2>\n<p style=\"text-align: start;color: rgb(51, 51, 51);font-size: 16px;\">Christian schools have the opportunity to book closed seminars for internal school training from the subject area of the training program of the Association of Protestant Denominational Schools.<\/p><\/div><\/div><\/div><div class=\"panel panel-default\"><div class=\"panel-heading\" role=\"tab\" id=\"headingQCp3dKPtgA_3\"><h4 class=\"panel-title\"><a role=\"button\" data-toggle=\"collapse\" data-parent=\"#accordionQCp3dKPtgA\" href=\"#collapseQCp3dKPtgA_3\" aria-expanded=\"false\" aria-controls=\"#collapseQCp3dKPtgA_3\" rel=\"noopener noreferrer\">Spiritual background<\/a><\/h4><\/div><div id=\"collapseQCp3dKPtgA_3\" class=\"panel-collapse collapse \" role=\"tabpanel\" aria-labelledby=\"#headingQCp3dKPtgA_3\"><div class=\"panel-body\">The Christian daycare centers in the Association of Protestant Denominational Schools and Daycare Centers (VEBS e.V.) are guided in their work by the Bible and generally employ only employees of faith (this is legal and not discriminatory, because as a &#8220;tendency company&#8221; we are part of the diversity that the Social Code VIII requires as federal law for daycare centers in \u00a7 3. The General Equal Treatment Act (AGG) expressly permits this in Section 9 because we are an association &#8220;that makes the communal cultivation of a religion its task&#8221;. \n<\/div><\/div><\/div><div class=\"panel panel-default\"><div class=\"panel-heading\" role=\"tab\" id=\"headingQCp3dKPtgA_4\"><h4 class=\"panel-title\"><a role=\"button\" data-toggle=\"collapse\" data-parent=\"#accordionQCp3dKPtgA\" href=\"#collapseQCp3dKPtgA_4\" aria-expanded=\"false\" aria-controls=\"#collapseQCp3dKPtgA_4\" rel=\"noopener noreferrer\">Schedule<\/a><\/h4><\/div><div id=\"collapseQCp3dKPtgA_4\" class=\"panel-collapse collapse \" role=\"tabpanel\" aria-labelledby=\"#headingQCp3dKPtgA_4\"><div class=\"panel-body\">Your timetable depends very much on the individual circumstances in your region. Do you want to set up your daycare center in a daycare center shortage area &#8211; or would you become a serious competitor to existing daycare centers? Both are possible, but only in the first case will you be supported by the authorities. In the second case, you will need more time for the start-up phase. Can a building suitable for conversion be found quickly &#8211; or is that difficult? A lot depends on your timetable. Or do you have to plan a new building? That also takes considerably more time than converting an existing store, for example. If you have found a team, if you have agreed on an educational concept, if you have founded a supporting association and if you have a building in prospect in which a daycare center can be approved after a conversion &#8211; then the inauguration of your new daycare center is realistic within a year from this point.        <\/div><\/div><\/div><div class=\"panel panel-default\"><div class=\"panel-heading\" role=\"tab\" id=\"headingQCp3dKPtgA_5\"><h4 class=\"panel-title\"><a role=\"button\" data-toggle=\"collapse\" data-parent=\"#accordionQCp3dKPtgA\" href=\"#collapseQCp3dKPtgA_5\" aria-expanded=\"false\" aria-controls=\"#collapseQCp3dKPtgA_5\" rel=\"noopener noreferrer\">Is there any financial support from the state?  <\/a><\/h4><\/div><div id=\"collapseQCp3dKPtgA_5\" class=\"panel-collapse collapse \" role=\"tabpanel\" aria-labelledby=\"#headingQCp3dKPtgA_5\"><div class=\"panel-body\"><p>The state covers almost 100% of the funding required for parents&#8217; initiatives &#8211; this is what makes founding and running a Christian daycare center so easy. However, the situation is slightly different in each federal state. <\/p>\n\n<p>Basically, the formula applies:<\/p>\n<ol>\n<li>  State subsidy: between 60 and 85% of the (total) costs, depending on the country &#8211; this is a statutory OBLIGATION.  <\/li>\n<li>  Parental contribution: 15 &#8211; 20%  <\/li>\n<li>  Donations: 1 &#8211; 5%<\/li>\n<li>  Municipal subsidy: remainder (must be negotiated in many federal states).<\/li><\/div><\/div><\/div><div class=\"panel panel-default\"><div class=\"panel-heading\" role=\"tab\" id=\"headingQCp3dKPtgA_6\"><h4 class=\"panel-title\"><a role=\"button\" data-toggle=\"collapse\" data-parent=\"#accordionQCp3dKPtgA\" href=\"#collapseQCp3dKPtgA_6\" aria-expanded=\"false\" aria-controls=\"#collapseQCp3dKPtgA_6\" rel=\"noopener noreferrer\">What authorization is required?<\/a><\/h4><\/div><div id=\"collapseQCp3dKPtgA_6\" class=\"panel-collapse collapse \" role=\"tabpanel\" aria-labelledby=\"#headingQCp3dKPtgA_6\"><div class=\"panel-body\"><p>A daycare center requires an operating license (in most federal states from the state youth welfare office or comparable state authorities). This is granted if a suitable pedagogical concept is available, the rooms meet the special conditions for childcare (room height, area corresponding to the number of children, number of toilets, etc.) and the provider can provide evidence of sufficient pedagogically qualified staff. <\/p>\n<p>The rooms must first be approved by the building authority, among others. To start a daycare center in an old building, a change of use application must be submitted via an architect, and depending on the conversion, even a building application. In the case of a new building, a building application is essential.  <\/p>\nWhere can I find information on the current legal situation?  <br>  You will soon find all state laws and ordinances in our download area.<\/div><\/div><\/div><div class=\"panel panel-default\"><div class=\"panel-heading\" role=\"tab\" id=\"headingQCp3dKPtgA_7\"><h4 class=\"panel-title\"><a role=\"button\" data-toggle=\"collapse\" data-parent=\"#accordionQCp3dKPtgA\" href=\"#collapseQCp3dKPtgA_7\" aria-expanded=\"false\" aria-controls=\"#collapseQCp3dKPtgA_7\" rel=\"noopener noreferrer\">How do I convince those responsible of the need?<\/a><\/h4><\/div><div id=\"collapseQCp3dKPtgA_7\" class=\"panel-collapse collapse \" role=\"tabpanel\" aria-labelledby=\"#headingQCp3dKPtgA_7\"><div class=\"panel-body\"><p>It is important that you can credibly demonstrate that there is a need for your planned offer of a cr\u00e8che with this form of care &#8211; preferably a corresponding list of parents, better still corresponding written statements from parents, even better an association (parents&#8217; initiative) with many members and written statements from parents that they want their children to be looked after by you &#8211; namely:  <\/p>\n<li>in a parents&#8217; initiative<\/li>\n<li>interdenominational<\/li>\n<li>and close to nature.<\/li><\/div><\/div><\/div><div class=\"panel panel-default\"><div class=\"panel-heading\" role=\"tab\" id=\"headingQCp3dKPtgA_8\"><h4 class=\"panel-title\"><a role=\"button\" data-toggle=\"collapse\" data-parent=\"#accordionQCp3dKPtgA\" href=\"#collapseQCp3dKPtgA_8\" aria-expanded=\"false\" aria-controls=\"#collapseQCp3dKPtgA_8\" rel=\"noopener noreferrer\">The powerful lever of \u00a7 5 of SGB VIII<\/a><\/h4><\/div><div id=\"collapseQCp3dKPtgA_8\" class=\"panel-collapse collapse \" role=\"tabpanel\" aria-labelledby=\"#headingQCp3dKPtgA_8\"><div class=\"panel-body\"><p>\u00a7 <a href=\"https:\/\/www.sozialgesetzbuch-sgb.de\/sgbviii\/5.html\">Section 5 SGB VIII<\/a> is clear:<\/p>\n<p>(1) &#8230; The beneficiaries have the right to choose between facilities and services of different providers and to express their wishes regarding the organization of the assistance. They must be informed of this right. <\/p> <p>(2) The choice and wishes should be complied with, provided this does not entail disproportionate additional costs.  <\/p>\n<p>This \u00a7 5 SGB VIII gives parents the strong right to freely determine the TYPE or PREFERENCE of care for their children. Even if there were enough daycare places, but the parents want a Christian form of care, then this must be fulfilled (even at slightly higher costs)! <\/p>\nIf there is no independent provider with a daycare center around you, you have the best chances!But even if there are already church kindergartens in your area, you will succeed with a different concept (non-denominational, parent initiative)!<\/div><\/div><\/div><div class=\"panel panel-default\"><div class=\"panel-heading\" role=\"tab\" id=\"headingQCp3dKPtgA_9\"><h4 class=\"panel-title\"><a role=\"button\" data-toggle=\"collapse\" data-parent=\"#accordionQCp3dKPtgA\" href=\"#collapseQCp3dKPtgA_9\" aria-expanded=\"false\" aria-controls=\"#collapseQCp3dKPtgA_9\" rel=\"noopener noreferrer\">What does a daycare center cost?<\/a><\/h4><\/div><div id=\"collapseQCp3dKPtgA_9\" class=\"panel-collapse collapse \" role=\"tabpanel\" aria-labelledby=\"#headingQCp3dKPtgA_9\"><div class=\"panel-body\"><li>Salaries for experienced educators  <\/li>\n<li>Costs for further training, supervision, quality evaluation, etc.  <\/li>\n<li>Room rental (with all additional costs)  <\/li>\n<li>Educational material and other &#8220;odds and ends&#8221;  <\/li>\n <li>Administrative costs  <\/li>\n<p>These costs are reimbursed via the state operating subsidies and parental contributions!<\/p><\/div><\/div><\/div><\/div>\n\n<h2 class=\"wp-block-heading\">Founding aids &amp; templates<\/h2>\n\n<p>We can support you in setting up your school with lots of information and templates.
